Torbay Dog-Friendly Beaches Guide
Torbay, the urban coastal area comprising Torquay, Paignton, and Brixham, has a different character from the rural beaches of the South Hams or North Devon. Beaches here tend to be more built-up, busier, and more restricted for dogs during the summer season. But there are still excellent dog-friendly options, and the winter season is particularly rewarding. For a county-wide overview, see our full Devon dog beach guide.
Understanding Torbay Dog Rules
Torbay Council operates PSPOs across all the bay's beaches. The seasonal restriction period generally runs from 1 May to 30 September. Rules vary between beaches: some are restricted year-round, some are seasonal, and some sections of large beaches remain dog-friendly even when other parts are restricted. To understand exactly what PSPO terms mean in practice, see our PSPO rules explainer.
Dog-Friendly Beaches in Torbay
Babbacombe Beach
Babbacombe Beach is a small shingle beach north of Torquay accessible via a cliff railway. Dog access rules vary by season, so check the beach page for current rules. The descent via the cliff railway with a large dog requires some coordination.
Meadfoot Beach
Meadfoot is a sheltered beach in a wooded bay east of Torquay, within walking distance of the town centre. Generally more relaxed dog access than the main harbour beaches.
Broadsands Beach
Broadsands south of Paignton is a wide, sheltered bay with seasonal restrictions. Outside the peak season, it's an excellent dog beach with good parking and a café.
St Mary's Bay, Brixham
The beaches around Brixham tend to have more relaxed dog access than central Torquay or Paignton. St Mary's Bay in particular has good dog access outside the main summer season.
Best Torbay Strategy for Dog Owners
- Visit off-season: Torbay beaches are far more dog-friendly outside May to September. Winter walks along the seafront are excellent.
- Check the exact rules per beach: Torbay's rules are not uniform across all beaches. Check each beach page individually.
- Use the coastal path: The South West Coast Path runs through Torbay and provides excellent dog walking between beaches, with spectacular views.
- Head to Brixham: The area around Brixham generally has more relaxed dog access and a more genuine fishing-town character than central Torquay or Paignton.
