Devon's Blue Flag Beaches: What Dog Owners Need to Know
Blue Flag is the internationally recognised award for beach quality, administered in the UK by Keep Britain Tidy. A Blue Flag signals that a beach meets high standards across four areas: water quality, environmental management, safety and services, and environmental education. But what does Blue Flag status actually mean for dog owners? And does it affect dog access rules? This guide explains everything.
What Is the Blue Flag Award?
The Blue Flag award is granted annually to beaches and marinas that meet specific criteria set by the Foundation for Environmental Education (FEE). In the UK, Keep Britain Tidy manages the scheme. To receive a Blue Flag, a beach must meet criteria including:
- Water quality: The beach must meet the EU Bathing Water Directive's "excellent" standard (the highest rating)
- Environmental management: Adequate waste disposal, recycling facilities, and a general tidiness standard
- Safety and services: First aid provision, lifeguard cover during the season, and compliance with safety regulations
- Environmental education: Information displayed about the local environment
Does Blue Flag Status Mean Dogs Are Banned?
This is the most common question about Blue Flag beaches. The answer is: not automatically. Blue Flag criteria do not require dogs to be banned from beaches. However, one of the criteria relates to poo bag provision and the expectation that fouling is managed, which is one reason some Blue Flag beaches have stricter dog rules.
In practice, many Devon Blue Flag beaches do have seasonal dog restrictions, but this is because they're also the most popular family beaches. Devon's Blue Flag Beaches in 2026
Devon typically holds Blue Flag awards at a selection of its most popular beaches. Recent Blue Flag beaches in Devon have included:
- Exmouth Maer Beach: Blue Flag holder, seasonal dog restrictions in parts of the beach
- Croyde Bay: Blue Flag holder, year-round dog access. One of the few Blue Flag beaches where dogs are welcome all year.
- Instow: Blue Flag holder, year-round dog access
- Paignton Beach: Blue Flag holder, seasonal dog restrictions in summer
- Teignmouth Beach: Blue Flag holder, seasonal restrictions apply
- Dawlish Warren: Blue Flag holder, seasonal restrictions in main beach area
Note that Blue Flag status is awarded annually and can change year to year. The current year's awards are announced in the spring.
Water Quality and Your Dog
The water quality criteria for Blue Flag are relevant for dog owners beyond just the award. A beach with Blue Flag status has demonstrably excellent water quality, which is good news for dogs that swim and drink sea water (though drinking excessive sea water is harmful regardless of quality).

For year-round dog access at Blue Flag beaches, Croyde Bay and Instow are your best options in North Devon. Both hold Blue Flag status and allow dogs all year round. Outside the summer season, most Blue Flag beaches revert to full dog access once their seasonal PSPO period ends.
